A homegrown goalkeeper, born in the Druze village of Isfiya on Mount Carmel.
Keouf joined Maccabi Haifa at the youth level and progressed all the way to becoming the backup goalkeeper for the senior team, excelling along the way. He was part of the Maccabi "Hardy" Haifa youth team's championship win in the 2019/20 season.

 Although he could have continued playing for the youth team for another year as an over-age player, the club decided, with a long-term vision in mind, to promote him to the senior team as a backup goalkeeper to Josh Cohen.
